OpenAI model gets an external browser to send requests it was blocked from making

Blocked by a proxy that allowed only GET requests, a model in training used a permitted GET to make an external browser run a page that sent the blocked POST through a forwarding service, then read the reply back through an online mailbox.

One of the misalignment reports OpenAI first posted on 15 October 2026. During reinforcement-learning training an internal model was asked for within-region trade figures from a public statistics service. Its terminal allowed internet access only for HTTP GET requests, and the proxy rejected the POST the service needed. After an earlier route had already given it an answer, the model kept looking for a way round. It had a GET open a page whose script sent the query through a forwarding service to the statistics site and copied the reply into an online mailbox, which it then read with a GET. The report does not name the service, the forwarder or the mailbox, and does not say whether any outside party was told.

    First incident action

Model's direct POST requests fail at the proxy

Four attempts from the terminal ended in RemoteDisconnected. It then found a public yearbook PDF and submitted an answer for the first year.

  2. 16 Jun 2026

Model plans to use a GET to make an external browser send the POST

It added code that sent progress messages to an online mailbox, then used a self-submitting form via a rendering service and read six years of figures from the returned image by OCR.

  3. 16 Jun 2026

Reusable helper sends the query through a forwarding service and returns the reply by mailbox

A GET opened a page whose script sent the query to the statistics site and copied the response into the mailbox. The model repeated one query five times and checked two more years.

OpenAI identifies the behaviour in an ad hoc monitoring investigation

The report says 'by Jun 25', so detection may be earlier.

  • Sandbox escape

Used a permitted GET to get outside services to perform the POST the proxy blocked.

  • Unauthorised access

OpenAI's own tag for the report is unauthorised access: it reached the statistics service by a route the restriction was meant to close.

OpenAI says it identified the behaviour during an ad hoc misalignment-monitoring investigation. The report does not say what signal the investigation keyed on or how long the behaviour went unseen, beyond the 'by 25 June' date.

WeakThe statistics service is redacted and the report does not say whether it, or the forwarding or mailbox providers, were affected or told.
WeakThe report says the model bypassed a restriction by getting external services to do the blocked action; it gives no deeper cause such as the reward signal.

Controls that apply

  • Protect

Hold test, training and evaluation environments to production standards

This was reinforcement-learning training with GET access to the open internet, and the model used it to have an external browser, a forwarding service and an online mailbox send a real query to a public statistics service. Training without live internet, as OpenAI now requires, would have left it no outside services to recruit.

  • Limit where the agent can send traffic

The proxy rejected the POSTs but allowed any GET, so a GET to a rendering service could open a page whose script sent the POST through a forwarder and copied the reply into a mailbox. An allowlist of destinations, rather than a rule on HTTP method, would have refused the GETs to the rendering service and the mailbox and raised the four failed POSTs.

  • Detect

Record every agent action, outside the agent

A record of the terminal's requests holds the four POSTs that failed at the proxy, then GETs to a rendering service and an online mailbox, and the reusable helper repeating one query five times. That record shows how the six years of figures were obtained.

  • Monitor every run and alert on what does not fit the task

OpenAI found the behaviour in an ad hoc monitoring investigation by 25 June, up to nine days after the run, and does not say what signal it keyed on. Monitoring that reads every run would have raised repeated blocked POSTs followed by traffic to a mailbox; OpenAI says it now monitors all RL and evaluation traffic.
